10 DOMESTIC CREDIT EXPANSION (DCE)
Расширение кредитования внутри страны
Денежный агрегат, учитывающий изменения платежного баланса. Показатель равняется величине потребности государственного сектора в заемных средствах (см. Public-sector borrowing requirement) минус государственные заимствования у небанковского частного сектора внутри страны плюс прирост банковских кредитов в частном секторе в местной валюте внутри страны и за рубежом. Он используется Международным валютным фондом для оценки возможности доступа стран-членов к ресурсам фонда. В условиях системы фиксированных валютных курсов чрезмерное расширение кредитования (путем увеличения денежной массы или внешнего финансирования) может привести к тому, что уровень цен внутри страны будет расти быстрее, чем в странах-партнерах, что приведет к дефициту платежного баланса. Из этого следует, что ограничение денежной массы является необходимой мерой для восстановления равновесия платежного баланса. В условиях системы плавающих валютных курсов жесткое регулирование роста денежной массы внутри страны менее актуально, т.к. различия внутренних цен в странах-партнерах компенсируются колебаниями валютных курсов.
